fix(pay): 支付回调与订单号一致，避免已付款仍显示待付款

- prepay 不再每次重生成 order_sn，回调可按商户单号找到订单

- notify 失败时返回 false 便于微信重试；回调加锁

- 纳入 shopro 支付相关文件；config.example 使用占位密钥
